The United States political system has long been called The American Experiment — and rightly so. Our four governing forces — Executive, Legislative, Judicial, and Citizenry — were designed to create flexibility, accountability, and balance.
But like any experiment, outcomes must be evaluated honestly.
When systems drift from their intended purpose…

It is the responsibility of the American People — the true stewards of the experiment — to demand correction.
Project 2035 is ARM’s framework for restoring balance, accountability, and democratic integrity.
Why Reform Is Needed
Across institutions, Americans are witnessing structural weaknesses that undermine trust and constitutional balance:
Executive overreach and disregard for separation of powers
Increased politicization of the Supreme Court
Loss of public confidence in judicial impartiality
Aging leadership without clear accountability standards
Conflicts of interest and financial entanglements among elected officials
Escalating campaign finance influence from ultra-wealthy donors
Weaponization accusations surrounding the Department of Justice
Expansive use of presidential pardon powers
Partisan gerrymandering
Electoral College distortions that conflict with the national popular vote
A growing perception that government no longer fully represents the people
Threats to universal, unrestricted voting
Public trust is fragile. Once lost, it is difficult to rebuild.
Project 2035 exists to rebuild it.
The Project 2035 Reform Agenda
Electoral Reform
• Eliminate the Electoral College; elect President and Vice President by national popular vote
• Pass the Fair Representation Act to reduce gerrymandering and improve proportional representation
• Unrestricted universal, convenient voting access
Accountability
• Require tax disclosure for all elected officials
• Ban stock trading for elected officials and Supreme Court Justices
• Enact meaningful campaign finance reform
Term & Age Standards
• Establish age standards for President and Vice President
• Implement term limits for Senate and House members
• Pass the Supreme Court Tenure Establishment and Retirement Modernization (TERM) Act
Executive Safeguards
• Reform presidential pardon authority through structured judicial review
• Create joint Executive, Legislative and Judicial control of Department of Justice to prevent politicization

Project 2035 aims to restore institutional trust and realign governance with constitutional principles:
Elected officials more accurately reflect the will of the population
The House better represents diverse political ideologies
The Supreme Court regains credibility and impartial standing
The Department of Justice operates with strengthened independence
Wealth concentration has less influence over public policy
Separation of powers functions as originally designed
When institutional integrity is restored, meaningful bipartisan work becomes possible in areas where broad public support exists, including:
Affordable and accessible healthcare solutions
Fair and representative taxation
Reasonable gun safety policies
Humane and rational immigration reform
Protection of reproductive rights
Protection of civil liberties
Guaranteed universal, unrestricted voting rights

Structural improvement is not partisanship.It is responsible citizenship.
